New Property Registration Rule: Pune, Thane Residents Can Now Register Anywhere in District

Pune, 18th March 2025: The Maharashtra government’s “One State, One Registration” initiative is set to enter its next phase on April 1, extending to 49 sub-registrar offices in Pune district and 27 in Thane district. The initiative, aimed at streamlining property registration, allows individuals to register land documents at any sub-registrar office within their respective districts, irrespective of the property’s location.

Residents of Pune city, for instance, will now be able to complete sale deed registrations for properties in Maval, Baramati, or other rural areas at any sub-registrar office in Pune district.

“Earlier, property registration was limited to specific offices based on location, but this change allows registrations across the entire district. This will make the process more accessible and efficient for property buyers,” said Abhay Mohite, Deputy Inspector General (IT) of the Department of Registration and Stamps.

As part of the second phase, the scheme will now cover all 28 sub-registrar offices in Pune city, 21 in Pune rural, 18 in Thane city, and 9 in Thane rural. “This move will significantly reduce the need for people to travel to the property’s location for registration, saving both time and effort,” an official said.

The initiative has already received positive feedback in Mumbai, with over 600 documents registered across 32 sub-registrar offices. Officials believe the system will help decongest registration offices and speed up property transactions.

While many have welcomed the initiative, some believe a statewide rollout from the start would have been more effective. “It’s a great move, but I wish it had been implemented across Maharashtra at once. I want to register a property in Nagpur while in Pune, but I still have to wait,” said Veena B, a property buyer.

To meet the ambitious 100-day deadline, the department is working on upgrading hardware and software systems in collaboration with the National Informatics Centre. “By April, all 519 sub-registrar offices in the state must be ready to process documents from anywhere within Maharashtra,” an official added.

Real estate experts have praised the decision, citing the convenience it brings. “Buyers will no longer have to travel long distances or stay in hotels just for documentation. However, authorities must ensure strong verification mechanisms to prevent fraud,” said a member of a real estate brokers’ association.

Additionally, the department is launching an upgraded Leave and License 2.0 system, allowing tenants and landlords to pay stamp duty online without leaving the registration portal.

Revenue Collection Nears Target
With just two weeks left in the financial year 2024-25, the Department of Registration and Stamps has achieved 95% of its revenue target. Officials reported that 52,210 crore has been collected as of March 17, out of the 55,000 crore target, with 27.74 lakh documents registered. “We are confident of meeting the target within a week as registration activity continues to rise,” an official said.
