YEAR-END REVIEW : 2025

2025 set the stage for Thane’s next phase of growth — stronger infrastructure, better governance, and sustainable planning. The focus now is to deliver a more connected, inclusive, and resilient city for every citizen, says Saurabh Rao, I.A.S. TMC Commissioner while sharing his thoughts with Consulting Editior Kamlesh Pandya in the third part of the interview.

Looking back at the past year, the significant achievements and milestones for TMC and Thane's development, this year was about building a strong foundation for Thane’s next stage of growth.

  • We finalized the Development Plan 2046, giving Thane a clear 20- year roadmap for sustainable and inclusive development.
  • The Urban Renewal Scheme moved ahead rapidly — redeveloping 50 clusters to create safer, well-planned neighbourhoods with upgraded infrastructure.
    Government agencies such as CIDCO and MAHAPREIT have taken the initiative to implement several clusters, thereby building public confidence and reinforcing the belief that urban transformation in Thane is actively progressing.
  • A major highlight was the Local Area Plan for the HighSpeed Rail station, Thane being the only HSR station in India planned with full multi-modal integration, with a stakeholder consultation held on 26 September 2025 to shape it as a model transit-oriented hub.
  • Infrastructure and Governance Push: Major Road and pipeline upgrades were completed across key corridors like Ghodbunder Road and Kapurbawdi Junction, alongside a robust, tax-stable budget for 2025–26 focused on capital investment and revenue growth
  • Stronger Administration and Citizen Focus: Enforcement against unauthorised constructions was intensified, and citizen services were improved through fixed public interaction hours, proactive RTI disclosure, and streamlined administrative processes.

What have bern the learnings through 2025, and how will they impact future decisions and strategies for Thane's growth?

This year reinforced some important lessons

  • First, integration and coordination are vital—transport, housing, and environment must work together to deliver results
  • Second, innovation is essential in a land-constrained, eco-sensitive city like Thane; cluster redevelopment and vertical growth are the way forward.
  • Third, resilience matters—we must plan around floods and climate risks with blue-green infrastructure at the core.
  • We also learned that citizen participation and transparent data systems greatly improve decision-making, and that implementation must stay phased, realistic, and financially disciplined.

These insights will shape how we execute the DP 2046 vision.

What are your expectations for Thane's development in the coming year, and what initiatives are planned to drive growth and progress?

The focus now is on delivery and continuity.”

  • We’re rolling out the Thane 2046 Vision through townplanning schemes and PPP models, ensuring growth that is compact and people-centric.
  • Key priorities include mobility upgrades, completing major road and metro integrations, and expanding smartinfrastructure services—from real-time traffic control to energy-efficient systems.
  • We’re also moving ahead with waterfront redevelopment along Ulhas and Thane Creek and scaling up affordable housing and green buffers to make growth inclusive and climate-ready.
  • With regional links like the Borivali–Thane Tunnel and Virar–Alibaug Corridor, Thane is poised to become a central, well-connected urban hub within the Mumbai Metropolitan Region.
